Legalities and paperwork on selling to resellers

We are currently trying to expand business to sell to online resellers
and other retailers. I am trying to do some research on all legally
required paperwork and taxation that is necessary to do this. However,
all my searches on Google just keep turning up sites wanting to sell
me free information packets and others just telling about business
trends.

Can anyone point me to some good resources or even just lay it out
here so that I can see what all we will need to do to get this off the
ground?

This is not a simple matter. The legalities (including paperwork and
taxation) depend on whether the reseller actually assumes ownership of
inventory and the risk of that inventory not selling. You should hire
an experienced commercial attorney to draft your contracts for you...
