I have a number of computer IC's I'd like to sell on ebay. They're
microcontrollers and, as I recall, nothing tops 30MHz or so. What are the
restrictions on exporting such technology?

Also, what does one do to protect themselves from being ripped off, e.g. a
Nigerian check type of situation? I plan to use only paypal to accept
payment.

I don't think selling the chips stateside would be a problem, but I'd rather
not restrict my options if its not necessary.

Greetings Mike. Lyle, CEO of www.rcsailcars.com is shipping his RCWindjammer
all over the world using the post office. You will find the Post Office
people have the books that list restricted items. For example Lyle cannot
ship a complete kit with radio to the UK, so the buyer has to use a local
hobby store for the radio. When shipping to Canada there is a rather complex
process for the buyer and often you, the seller, may have to fill out a
bunch of paper and pay the duty. The local post office will help you.

As to payment, Lyle relies 90% on Paypal, and has received wire transfer
from South Africa with no problem. He received a request for quote on a
large number of sailcars from a Nigerian outfit which he ignored. When the
order looks too good to be true, it probably is a scam.
