One thing I'm intrigued to see different opinions on in our company is
pay for emergency closings. If bad snow or power cuts or whatever
prevent employees from usefully doing work, what are typical thoughts as
to if they should be paid for that time and why?

Labor laws typically require you to pay employees no less than a
certain percentage of their normal hourly wage in the event of work
stoppage (the exact percentage would depend on your location). How
(and if) it applies to salaried employees I don't know, so you may
want to talk to a labor attorney about it. Additionally, if you have
a collective bargaining agreement in place, it may specify additional
details that go above and beyond the legal minimum.
