I am helping a small local paper get an online presence. They will do some
business online, but not a whole lot - at least initially. What company has
a low cost way to take credit cards over the internet and what hosting
companies offer low cost hosting for businesses?

I can't see advising them to invest too much up front and make this a
losing proposition.

I am a user of PayPal. I think they offer a good service for the
business owner. However, I have found they are not the only animal in
the pasture.

This company is using the PayPal model to attract customers. New users
get $25 for joining and an additional $25 for confirming their account.

Your customer must have cash in his GreenZap account to pay you. The
only ways to get cash in the account are:

1) check
2) ACH deposit

From the FAQ, " In the very near future, you will have the ability to
use your credit card, Western Union and other convenient yet secure
methods to add funds to your account."

For sending and receiving money, the fees may be much lower than
PayPal. From the FAQ:

Q: What are the feez associated with sending and receiving money using
GreenZap?
=B7 GreenZap members can send money at no cost.
=B7 GreenZap members are charged $2 to receive funds.
=B7 GreenZap Gold Members are charged $1 to receive funds.

While GreenZap is not the MOST popular place on the web, its user base
continues to grow. I remember PayPal when they first started (giving
away $25 per new account). After all these years, they STILL have
their detractors <G>.

Paypal is the simplest and most widely used and trusted. they also pay
4% on your balance which almost makes their fees a non-issue.
